Hilarious Be Kind to Dumb People License Plate

This license plate might be broadcasting a kind message that says, "Be kind to dumb people" or it might be an incredibly sarcastic plate..... Or could this auto tag be implying that the driver is dumb?

Featuring a funny drawing-like graphic of an idiotic man on the side, this humorous plate has the text in large letters to the left, "Be Kind To Dumb People."
